How to purchase a bike with a mechanics lein?
I live in Dallas County and have the opportunity to pick up a bike for the price of repair bill. Bike has been at dealers for 2 years.
What legal steps are required?
The dealership has no idea where the owner is and no current info.
The last thing I want is to make a hopped up sled only to get it impounded if I get stopped or never be able to get a clear title.
Please advise ye bikers who have delt with the gray haired women at the DMV.

Well you have to make sure that the dealership has an official tittle. I would do a tittle search and find out who it is officially owned by. If they own and can prove they own it even if it was simply left there to rust you can buy it and prove ownership yourself. Good luck. If they can prove they own it then you have a hell of a deal on your hands. However many times if it sounds to good to be true it probably is. If they have taken ownership of it what is keeping them from repairing it and selling it at full value. Sounds like a situation I would stay way from.

Daniel is correct, you will need the Dealer to move the title first. They can apply for ownership, and then convert the motorcycle over to you.
Being a third party, you have no ownership claim. If you pay the bill, take ownership, then go through the pain of attempting a title claim, you would be betting big time the person doesn't retake ownership, causing you an entire loss.
Normally there's a public notice requirement followed by a 30 day period to allow the owner to refute the loss/transaction. Any title company or lawyer could probably run you through the requirements.
