The "oe" (=ö) in German has 2 different pronunciations.
You get an open version, very much like the vowel sound in British RP "her, burn, turn" in short syllables.
In long ones, like in your surname, the sound would be pronounced with the tongue in the same position as the short one, but the lips much more rounded (therefore called "closed")
The whole thing sounds like "boe -nah", the "r" in the second syllable is mute in Standard German.

It varies a little from one part of Germany to another. I was taught to pronounce the oe (with or without an h), which is the same as the umlauted o, about like the French oeu--very much like the oo in "look" or "foot." However, some people pronounce it as a long a, and some as a short e. I think pronouncing it as an o, as if the e weren't there, is an American anglicization.
Bottom line, however: Pronounce it the way whomever you know with that name does.

To pronounce it correctly, say the English word "burner", but just barely pronounce the "r" in the first syllable. That will get you very close.
