Is the action proactive or reactive?

We have a debate in my circle of friends: One of our coworkers lost his wallet containing his access badge. Because of this, our security manager came in on Sunday to deactivate the badge in the door locks. Some of us believe that this move was proactive move and some argue that it was reactive. Which is more accurate?

    In reaction to the loss of ID badges he took proactive steps in preventing unauthorized entry.

    Overall I would say reactive because if you didn't lose the badge he wouldn't have come in. I do see how it can be construed as both though.

    I think they booth apply. The manager's deactivation of the card was reactive to the coworker loosing it, and it was a proactive move to stop anyone from using it to gain access.

    I think proactive is the better term.
