What type of lifting routine is this?

When you do three sets of 10 reps, then drop the weight by 30% and do a final set for as many reps as possible.

What merit does this have on a routine?

There called drop sets. Usually do a set with your usual weight and do as many possible. Then you take of 5 or 10lbs and do as many as you can. Then continue the process. Drop sets are killer, seriously. Makes your muscles grow.

That is called a drop set and will help to build muscle endurance. It will also be moderately beneficial for muscle size.

It has merit if your main goal is increased muscular endurance.

If your goal is size or strength I would check out this site: http://www.athleticmusclebuilding.com/
