Can minors be apart of the planning of an event that will have alcohol if they aren't planning to drink?
(For the States of Hawaii and Washington)
e.g. big house party
what are the LEGALITIES behind it?
e.g. if a cop came to the event and saw the minor at the event?
what if there is a probability that a minor or two might sneak in and be able to get alcohol?

Look for statutes about being a Social Host and how it pertains to underage drinking!
Hawaii - Underage Drinking Laws
It is illegal to buy, possess or consume
alcohol under the age of 21
𐃒 Social Host
It is a misdemeanor for an adult to provide
alcohol to anyone under 21, and to knowingly
permit someone under 21 to possess alcohol
while on property under their control.
𐃒 An owner of a property who knows alcohol is
being consumed by anyone under 21, and
could have reasonably stopped or prevented
that consumption will be liable for all injuries
or damages caused by the intoxicated person
under 21.
Use & Lose
𐃒 Anyone under 21 found to have consumed,
purchased or possessed alcohol will have their
driver’s license/provisional license/learner’s
permit revoked for 180 days. If unlicensed,
eligibility to get a learner’s permit will be suspended
until age 17 or for 180 days.
𐃒 75 hours of community service is required,
along with 8-12 hours of alcohol education &
counseling.
Zero Tolerance
𐃒 It is prohibited for those under 21 to drive
after consuming any measurable amount of
alcohol.
𐃒 The driver’s license of a violator will be revoked
for 180 days.

I would certainly think that a minor could be party to the planning stages. I don't think it's illegal for them to talk about alcohol, only to possess or consume it.
If you think there's a chance that a minor could sneak into the actual party and obtain alcohol, then understand that you could be legally liable for it. It's your risk, so it's your call. ;)

In Canada it somewhat is 19 criminal ingesting age My father and mom are from distant places(uk) and at age sixteen my brothers have been given a tumbler of wine on the occassion and a an occassional beer (promenade etc), regardless of the indisputable fact that my father and mom have been sexist and nevertheless do no longer think of I could have a drink and that i'm 32! Now with my toddlers, I should not be encouraging any drink in any respect yet a small sherry sized glass of wine on a undeniable occassion according to adulthood of the guy i don't have a concern with (call it my uk history) yet i won't manage to be age specific bc i'd be basing it on adulthood, no longer age yet relatively no until now sixteen. while i grew to become into 15, i grew to become into sneaking out for sleep overs to acquaintances and we've been ingesting.. My father and mom sheltering me did me extra injury than solid. father and mom can no longer assume that each toddler will react a similar or do as *they are informed*. thinking that purely bc it is not in our living house or we don't do no longer drink does no longer propose the youngsters are not at acquaintances attempting it. i'd want a *found out ecosystem* in case you will the place ingesting is executed responsibly unlike my individuals did with blinders on.

Why would it not be legal? People are allowed to drink even if they have children. The kids just can't have any.

Why not? They will learn how to use alcohol wisely when they come of age.

I wouldn't do it personally. Temptation is just too great for many minors these days.
