can I record a lectures and post them on my website and make it available to students at no cost.?
Like i want to create a website of video lecture I have recorded and make it available to all students at no charge. You think I will be sued by the university if I make this service available? Students already record lectures and I know there are some note takers for classes. Isn't that kind of the same thing.

You need to discuss this with your universities policy. There is a difference between a personal recording for a students private purposes and making it public. The university may require that all transcriptions of classes be through their website, not your own.
If the website is set up for profit of any kind, even if the lectures are free to students, I highly doubt it will be allowed. If there is advertisements or you receive a money from anyone to support the site, you are profiting from a service the university provides. You may be providing the lecture for free, but you are subjecting students to other things as well. Also, you may make the recordings, but you do not own what is recorded. In terms of the note takers, they created the notes they are publicizing. You did no creation, just recorded something someone else did. I think it's a bad idea.
