for plants inside or/and outside using for example just a pet bottle?

Make a tiny, tiny, hole in a soda bottle so when filled with water it drips out. Bury it mid-height next to your plant, cap-up. Put the cap on it loosely to keep debris out that might clog the hole. Fill it with water.
Bingo------instant irrigation.
Leave the pet bottle for Spot.
