He asked a very simple question - - - It was Obama's profession that he want's to spread Joe's hard earned wealth to those who haven't worked as hard as him.

people who are in favour of the republicans have edited the video to present obama in a bad light but if you watch the full answer that obama gives it seems like it's quite favourable to obama.

he's basically saying that the he would increase the tax rate on those earning over $250,000 by 3% (he says from 36 up to 39%) while reducing the tax rate of those earning under 250,000.

The people who don't like obama are basically editing the video to say that this makes him a socialist.

He was someone that got to ask Obama a question face to face in Toledo over the weekend. You can probably find the video of it on YouTube somewhere (I would look for it, but I'm a YouTube know-nothing)
