How much would you pay for an 89 crown vic?

No dealer would pay more than $100 for the car. This car is just about unsellable with a TMU title (true mileage unknown) and bad emissions. And if it can't pass emissions, how can you assume that it runs great? Unless you mean that it can't pass until you buy a new exhaust. Either way, I'd pay $100 and beat on it till it blows up in 5-10k miles. Seriously, if they want more than that, just walk away. There are plenty of junkers out there that people are looking to ditch.

for one thing, if you live on MA and it can't pass emission in your state then that car is worthless to you, because you need to pass emissions. but if you wanted to fix the emission problem, then take it to get an estimate before buying it to see if it is worth it.
