    This statement was made a full 18 months before the 9/11 commission report was published....and it's a fair assessment. There were failures in the federal intelligence systems that resulted in information not circulating to the right people and departments because each agency had been embodied with a virtual cloak of silence vis-a-vis other agencies by Clinton administration directives.

    Further, this statement was made in context of the debate of forming the Department of Homeland Security which was approved on Nov 25, 2002.

    So, next time when you quote someone, do it in the proper context.

    what? No he isn't. You are asking this question of a man who had every bone broken during his 5 1/2 years as a POW? Of course this man doesn't want another war but he does want to make damn sure we aren't *hit* again!
