Could Heinlein's version of Federalism work?
Basic concepts:
-Becoming a citizen is dependent on government service. No service, no voting rights, no benefits.
-Government service can be done in the military or with special skills in something like the Peace Corps.
-Criminals are the frontline soldiers in combat. Someone has to soak up all those bullets.
-Citizens pay lower taxes than non-citizens.
-No free lunch.

Ha! Some problems right off the bat -
Getting the 40% of the populace who were non-veterans to sign away their right to vote. (Think of all the women who haven't served, as well as men.)
Having an effective army. Breaking and entering or DWI doesn't really make you a good soldier. Would you like to be the platoon leader of 40 guys who didn't want to be there, had proven they were criminals, and were carrying loaded weapons?
Benefits work two ways. Someone with no job and no prospects isn't going to sit under a beridge and starve to death. He's going to break into your house or mine, steal what he can and fence it. Giving him (or her) welfare is cheaper than putting him in jail.
