Anyone can attend the Inauguration.
There is no such thing as "the ball". There are actually several parties that will be held on Inauguration Day in Washington, DC.
The main "ball" is by invitation only, and since President-elect Obama just got voted in tonight...I can't imagine that you already have an invitation to the main event. That list will be put together and then approved by members of the DNC as well as the US Secret Service.
