1st we don't know what industry the manager would be working, and that would hold alot of relevance in an informative answer.
2nd there are laws and regulations that circulate around human resources that other positions would not have to be aware of. Like insurance policies, HEPA, COBRA, sexual harassment, appropriate discipline or reprimand - employee write ups ect in a work force, if construction - there will be basic comprehension of OSHA, if chemicals used they will need a basic comprehension of a MSDS.
You are going to need some one that is unaffected by rumors, politics, or popularity. Some one that has a clear mind, is fair thought and unmoved by employee or emotional hysteria. They need to be extremely intelligent as well as organized, with a clear perspective of the employers thought of priority, and be able to remain focused at all times.
Human resources have an immense amount of responsibility to the company as well as the employees. they are a medium to keep things rolling in a positive and productive manner from a clerical perspective.
