Active Desktop Recovery Help ! ?

My desktop background keeps on changing to "Active Desktop Recovery". Its just the white screen now, and every time I push the button that says "Restore my active desktop" , it doesnt work, but only returns an "Internet Explorer Script Error". Any help would be greatly appreciated.

    go to control panel,click display,click desktop there will be a blank

    wait ,it should appear ,your desktop background,click okay,shutdown

    restart
