they have the right to give their number out to anyone for any purpose they feel like. as far as flirting i mean, it's not ethical to give out your number to a victim or someone they have an on going case with. but anyone else, they are human too.

It depends on the situation. As a cop, you might need very important info and the only way a citizen can contact you is to call the station and then they have to wait for the officer to return the call. Sometimes we can be out searching for a suspect who harmed you and the suspect returns once we turn the corner. It's easier to give the citizen your personal number instead of them having to go thru the process of calling non-emergency and risk having the suspect hear them explaining you need that particular squad to return. So in some cases, yes, officers will give out their phone number. I don't do it though. It's too risky. You never know what that citizen can do with that number or say how they got the number. Plus citizens sometimes think you are now their personal officer.
I don't give mine out, but I know some who did and they citizen was calling them non stop even after the investigation was over with other crimes.

Ethical or not , that still doesnt mean that the police officer didnt give his number out. I am a Federal Officer and I think that it is ethical in certain circumstances and it is a case by case issue. In very few cases its fine to do it as long as you are not engaged in any sexually sugestive actions or comments. Leave that for off duty. But defently not at a traffic stop or a domestic. It really all depends on the situation and the circumstaces that led you to have contact with the person to begin with.

It depends on the circumstances. If the cop gave out his number during a traffic stop, that's not good. If he was on a call where the female was one of two parties involved in some sort of issue, that's bad too. But if they ran into each other in a casual way, and conversed, I see no problem with it.

Rhambass I can't top your answer not even going to try, and I know, I still work when needed as a dispatcher and truer words were never spoken, there are those who are indeed few and far between who really take their job serious and are fair but they are a dying breed.

I would think so. Why would this even be a problem? He can do with his number what he wants, regardless of whether or not he is on duty.
Cops are usually pricks though, in uniform or not. They become cops so they can harass people and get that little bit of ego trip from being a "protector of the people". Really they're just overpaid assholes who show up too late and dole out punishment as inefficiently as possible.
Cops aren't here to protect us, they're here to punish offenders.
