How to be appointed by the Vital Statistics Agency Chief Executive Officer to become a marriage counselor.?

My fiance and I are marrying May 2009 in British Columbia and want a friend to officiate, under the marriage act it needs to be solemnized by a Marriage Commissioner. I've searched the government pages but I can't find HOW someone gets appointed by the Vital Statistics Agency Chief Executive Officer to be a Marriage Commissioner.

    There is no such thing as a temporary marriage commissioner in British Columbia. That idea comes from American television, and Canadian law is different.

    Becoming a marriage commissioner is not something you do to be able to marry friends: it's a full-time permanent job, and commissions are only given out when an existing commissioner retires or dies or when the population increases.

    "Ministers" of the ULC and other online churches cannot solemnize marriages in BC either. You must be married by someone whose job is to marry people - either a registered clergy member or a permanent secular marriage commissioner.
