Like Josh K has already said, just take the SIM card out of the phone with the run down battery and install it in the phone with the charged battery. This is the only way to do it as you can't have the same user phone number on more than one SIM card. If you could then it would be possible for loads of different people to have the same phone number. Not a good idea!
