Need a title of an anime I saw a few years ago?

I once watched most of this anime movie on tv a few years ago. It was about this boy that lived in a world with almost no water. He was a thief and would like wind surf across the desert and I think he had a scar on his face to. The "police" were kind of after him from time to time ,though he was just trying to take care of his family. Then he found this girl that was all mysterious that ends up being the thing to save the world and he has to save her. Also this general dude who was after them sacrifices himself to help them and also shows them a path through little portal things so they can get away. At the end they are like floating to the ground in a bubble or something and it seemed like they were the only people left or something like that. It was pretty cool and I got into it. I'm not really a fan of anime but I liked this one. Only I don't recall what it's title was. It was a quite a few years ago and i think it was on this morning anime program they used to have on the Sci fi channel if you know what it is can u tell me i want to put it on my netflix que.thnx
