First-time Texas Drivers License for over age 18?

Well, my child is over 18. She took and passed her written test this past summer. She has taken the driving test twice and failed both because of the parallel parking. Now it's November and she wants to try again. I cannot find out if there is a deadline for the time between taking the written test and the driving tests. I looked all over the DPS web site, but it does not cover this situation. Can you help?

    This is all that I could find........

    SPECIAL NOTE: If you do not pass the knowledge and driving tests on the date of your first application, your incomplete application will be retained in the Drivers License office for 90 days.

    After 90 days a new application and fee will be required.

    In the Texas drivers handbook chapter 1 page 13......

    She'll be fine. I don't think that there's a limit as long as she has a valid permit.

    You know, you can waive the driving part of the test. How often do we parallel park in Texas anyway?
