When people refer to a political "flea circus" what characteristics of the flea circus are they referring to?

    What they mean is that it is all an illusion.

    That when you lie down with dogs you get fleas, and there is so many dogs in Washington politics you have enough to have a circus. The flea circus begins with the ring leader telling us what a great show he has in store for us, in ends with us all leaving broke and disappointed.
