Men increase the production of milk they can make by taking something called Estrogen. Its basically a female hormone.

Men can already produce milk without female hormones, read this.

yes its possible. It happens when you drink bad milk from tescos......mens boobs go a step further and actually skim the good milk from the bad and fountains burst out of their nipples.
