TP and cotton are going to provide you with zero protection. Your best option is to go to a drug store and find foam earplugs with the highest deciBel rating (probably 33 dB). Try to stay away from amps and speakers and you should be ok. If you can, get out of the loud concert a couple times and give your ears a break.

They sell foam ear plugs at Wal Mart or any drug store or major store for around a dollar, if that. Buy some, twist them, put them in, and let them expand to fill your ears.
They give you ~32 dB of noise reduction, roughly, which is as good as you're going to get. Cheap, easy, and very effective. I use them for shooting, and they work well.
