In the past, you could sometimes click the flag or
globe at the top right corner of any YouTube page.
Even then, the very next time that you would sign
in to YouTube, it would come back and sting you
with the very same unwanted settings unless you
1) cleared your cache of all its 'temporary internet
files', 'cookies' and 'history'; 2) rebooted; 3) chose
your country's flag; and 4) pressed 'F5' repeatedly
to get it into YouTube's thick brain that THAT was
the default homepage you wanted.
You no longer have to do that.
Now things resolve themselves nicely if you know
what to do. At the top left of most YouTube pages
is their big logo, plus two items with blue lettering.
Click on the 1st to select the country's homepage
you want. Click on the 2nd to select the language.
Here are 2 images of what I'm talking about if you
see Chinese. (The link below isn't mine, so forgive
me if it takes a few seconds, trying to pop an ad.)

If you want, you can thus get these combinations:
-- Japanese home page + Japanese language
-- U.S.A. (global) home page + Japanese language
-- Japanese home page + English language
-- U.S.A. (global) home page + English language
If after you change the settings, they don't remain
permanent every time that you log on to YouTube,
clear your cache of all its 'temporary internet files',
'cookies' and 'history'. (Don't worry, nothing will go
wrong if you do that.)
Choose your preferred country and language, then
click the 'Refresh' icon or press 'F5' a few times.
