Ethical obligation of health care provider?

What is the overriding, fundamental, ethical obligation of any health care provider?

    Ok im not sure if this is what you meant, but I think any health care provider should:

    give the utmost care and/or treatment to the person in need, as any health care provider of his level would give that person...

    and should not refuse to give even first aid treatment/care when asked in an emergency, except when his own life is placed at risk.

    I hope you get what i mean. =p
