Movie with the quote, "I don't speak Spanish, either"?

What was the movie, most likely from the 80's if I recall correctly, with the quote "I don't speak Spanish, either"? There were a bunch of (mentally challenged? disturbed?) people in a car stopped at a gas station, and one of the characters, possibly the gas station attendant, says "No hablo ingles." When another character then addresses him in Spanish, the guy says, "I don't speak Spanish, either."

Thanks in advance, it's driving me nuts!

Update:

It was definitely live action, not animated. I don't think I've ever seen Planet of the Apes (sorry!) so I'll have to rule that out but Driving Miss Daisy merits some follow-up.

    I don't know exactly what movie you are looking for, but the part with the mental patients in a vehicle together reminded me of 1989s THE DREAM TEAM with Michael Keaton. He escapes the psychiatric hospital with a few of the patients and they have quite an adventure. Good luck!!
