If it has a nice blue straight flame it should be fine, but if it is yellow with a curve then it needs cleaning. I used a needle to clean them out many times. Using hair spray or any air born chemicals can cause this to happen often and can cause buildup.

If you can hear the pilot, perhaps the pilot tube has some corrosion or funk on it? Is the heater old? Does the burner assembly look like it needs to be cleaned?

The pilot should always be lit.

the pilot light should always be on. you shouldn't be able to hear it. i recommend you call your gas company to come take a look at it. they do not charge for this. when you say that you can hear it.. is your head ten inches from the flame.. b/c then you would hear it like you'd hear your gas stove or gas oven. and yes you just leave the pilot light lit!
