Is General of the Armies an achievable rank?
If so, how does one become a General of the Armies?
I know I've read somewhere that a General of the Armies is higher than the General of the Army.

At the present time General of the Armies and it's equivalent Admiral of the Navy are not achievable.
Yes General of the Armies is higher.
During World War II the United States Army established the five-star rank of General of the Army. By order of seniority, it was decided that General Pershing (still living when the rank of General of the Army was created in 1944) would be senior to all the newly appointed General of the Army officers. The then Secretary of War, Henry L. Stimson was asked whether Pershing was therefore a six-star general. Stimson stated:
It appears the intent of the Army was to make the General of the Armies senior in grade to the General of the Army. I have advised Congress that the War Department concurs in such proposed action.
Official Army regulations do not presently declare General of the Armies as a six star rank; however, some military historians and enthusiasts alike have interpreted General Pershing's seniority to five-star generals to mean that General of the Armies is a six-star rank.[4] However, it could alternatively be said that General of the Armies is a five-star rank, and Pershing's seniority is merely a result of the fact that he achieved his rank earlier than the other five-star generals.
However, it has been speculated that if the United States ever created a six-star rank, it might be called General of the Armies. This almost occurred with Douglas MacArthur

There was only one General of the Armies, Black Jack Pershing. Washington was posthumously promoted to the rank since he was the first commander-in-chief of the Army. The rank will no longer be applied since it'd create a problem with somebody out ranking Washington. General of the Army (5 star) is the highest rank achievable in war time when there needs to be a supreme commander that has no equal rank. Chief of Staff is not General of the Army. Chairman of the Joint Chiefs of Staff is not the General of the Army either. Chiefs of Staff and the Chairman of JCS are the highest ranking (4stars) people in their respective branches.

The grade of General of the Armies of the United States is associated with two officers in our history, George Washington and John J. Pershing, although only General Pershing actually held it.

There is a current "General of the Army" (not the actual title) as part of the Joint Chief of Staff and the position is held by General George W. Casey...but his official title is Chief of Staff of the United States Army...
There hasn't been a five star Admiral or General since WW2...
It would take an act of Congress to appoint someone to that position and not only that they would have to re-structure the current way things are done. It isn't likely to happen any time soon.
Right now the highest ranking member of the US Armed Forces is the Charmian of Joint Chiefs of Staff and he is a Navy Fleet Admiral.

It would have to be recreated by Congress. The highest you can get to now is General (4 stars) The top military officer is the Chairman of the Joint Chiefs of Staff who is a General (or Navy Admiral). He still has only four stars but gets paid more.

There has been - and by tradition only will be - one 'General of the Armies.'
This is George Washington.
The rank 'General of the Army' is a wartime only rank that is awarded to the commanding general of an entire theater. (Eisenhower, MacArthur, etc.)

Only during times of declared war can that rank be achieved. The last GOA was Omar Bradley. Those who attain the rank hold it for life. Which means they receive full pay and benefits until they die.

Nobody currently holds that rank I do beleave there has only been 2 in history.
