i have one my self and so does some of my relatives.
i think they come with a memory stick, but depending on the one you get you may have to get your own. you get all the pics you want off the computer and then put the memory stick in the frame. then just plug it into the wall.
not all have to be around a computer. my grandma has one and she doesnt even have a computer!!

Some connect directly to your PC, whilst others take your SD card and are run off the mains, some do both so you can transfer your PC pictures to the frame, have a look at the back of the item before you buy.

most have built in memory you connect to your pc and upload pics to it the instruction manual should tell you what storage it has and what storage you can add to it
