u need not know when to kiss a boy because the boy is so lucky that a girl likes him and is trying to find a way and time to kiss him. really any time even when he is laughing after cracking a joke and as per u ruining the romantic moment . the real romantic moment will start when will be kissing him, a firm lip kiss and a warm hug. good luck and enjoy.

When the moment is right I guess. Unfortunately, I haven't alot of experience in that area, but I'm gueesing you'll just lean in and don't close your eyes until you're sure that you'll kiss his lips and not half lip-half cheek. Good luck!
