I'd shave or cut it with a razor, but there are solvents to remove caulk, sold at hardware supplies. I've used them on my bathtub enclosure. That took time, but not as bad as just scraping it.

why do It the hard way,
If your working on a car or truck get a small wire wheel that attaches to your drill and just buss that stuff off in seconds, using scrapers and razor blades is old school, that's fine if you have all day, but you still don't get the same job you do with a wire wheel, that oil pan gasket that takes an hour, now takes minutes.
