Since you're not Orthodox, you'll have to check with your rabbi to find out what the synagogue's policy is about this. In general, only Jews are allowed on the bima to participate in the actual service. But if you are talking about the rabbi's speech to the bat mitzvah, where parents join her as part of his/her congratulations (rather than part of prayers), then that may be allowed.
Do your father and stepfather get along? If not, that is also a consideration, and would whether either was Jewish or not - not because of Jewish law but because of simple etiquette and having to be careful not to hurt anyone's feelings. Again, your rabbi is the best person to consult with about this.

Anyone you want can be on the beema. May your Bat Mitzvah be wonderful as you accept adulthood.
