How to stop barking at other dogs?

My 1yr old cavalier has recently started barking at all dogs bigger than him, which is obviously quite a few. I also have an 8mth old who is not bothered by other dogs at all.

Why would the 1 yr old do this, and what can I do to reduce it happening?

I think that he's just protective. If they're bigger than him, of course. Shout; "NO!" if he already knows that command, if not, just get him away from the dog.. My dog is a 2 year old jack rusell, he wont shut up. He listens to us when we tell him no. Otherwise, its proper dog behavior.

Your best bet at controlling the dog in general when you have it on the leash is to have him trained to ALWAYS walk next to you, not beside you. You can achieve this with a halti collar or something similar and some good instruction from an obedience class OR some good books (like the dog whisperer, Cesar Millan.) This takes consistency though, from everyone who regularly has contact with the dog.

Also, remember that it has been bred into dogs to bark, not just to bark, but to like to bark, even love to bark. Over the thousands of years in which dogs were domesticated, much of the reason for that domestication was for protection, which many dogs do very well. You may not fully overcome this problem is all I'm suggesting, but don't be too discouraged.

You need to start redirecting his focus. Teach him some commands or tricks. When he starts to bark at other dogs, tell him no, then have him focus on you by giving him a command and when he does it reward him.

You Cavalier sees bigger dogs as a threat so to change her view you have to associate the big dogs with good things.

When you see a bigger dog approaching change the direction you are walking and give her a treat, do this until she can walk past without barking at the other dogs.
