Empoleon
You cannot catch an Empoleon in Diamond/Pearl/Platinum. You need to choose/trade a Piplup and make it evolve so you can get an Empoleon.
Ditto
Red/Blue: Routes 13, 14, 15, 23, Cerulean Cave
Yellow: Pokémon Mansion and Cerulean Cave
Gold/Silver/Crystal: Routes 34 and 35
Ruby/Sapphire: Trade
Emerald: Desert Underpass
FireRed/LeafGreen: Routes 13, 14, 15, Pokémon Mansion, Cerulean Cave
Diamond/Pearl: (rare) Route 218 (Poké Radar)
Platinum: still unconfirmed, but some say in Trophy Garden
