Where do you rank George W. Bush's presidency among 20 century US presidents? Top, middle, or lower tier?

Update:

obviously his presidency was in the 21st century. it's common to compare modern presidents to 20th century presidents b/c little is known about 19th and 18th century presidents.

    I would rank it as not part of the 20th Century. But lets put it this way, 80,000 died in Democrat Presidents Kennedy and Johnson's Vietnam war (that was started on false intelligence and escalated following a staged event). Democrat President Roosevelt rounded up and imprisoned 110,000 U.S. citizens of Japanese decent. During Democrat President Carter's Administration, mortgage rates were 18%. Nixon resigned in disgrace after not owning up to his henchman's doings (he probably didn't order it or know about it, but he should have accepted responsibility). So if we are going to rate Bush fairly, lets put things in perspective.

    Technically he was a 21st century president.

    There is more known about 18th and 19th century presidents than you may think.
