Well, to do that he needs 2/3 of the Congress. Hopefully the congress has been renewed as the presidency.

If he could, hopefully he wouldn't. Whether or not you believe in global warming Kyoto itself is a disaster of a document. Anyone who has signed on should abandon it because the set goals are all but impossible to meet.

He probably could but it's too late. Kyoto is practically done already. Obama will help establish the next climate agreement in Copenhagen though.
