this is an easy question. there are 2 ways to do it by the definition or by using the differnation rules.
Definition
1 write the expressions for f(x) and f(x+h)
2 expand and simplify the difference quotient
f(x+h)- f(x)/ h
3 using the simplified quotient, find f `(x) by evaluation the limit
f `(x)=lim f(x+h)- f(x)/ h
h->0
power rule
d/dx x^n=nx^n-1
so we use the power rule less work. since u have a choice. we us the power rule
so d/dx 2x+3= 2
ps 3 is a consant. derative of a constant is d/dx c=0
so it would be like 2+0=2
see i told you this was an easy question

I believe it is equal to 2. in the 2x component the x goes to 1 so 2*1=2 and the 3 is a constant so it goes to zero. haven't taken calc in ages though but i'm pretty sure I'm right.

ax^p + bx^q = p x x^p-1 + q x x^q-1
2x + 3 = 2x + 3x^0 = 1 x 2x^0 + 0 = 2
