It rather sounds as if you have caught an infection under your foreskin. These are quite common in uncircumcised men as the warm, damp, dark atmosphere there is ideal for incubating both fungal and bacterial infections.
The other, though probably less likely, possibility is that you caught frostbite in your foreskin whilst in Shimla. The foreskin is much more prone to frostbite than the glans.
You should see a doctor about the problems you are having as only a proper medical examination will identify just what is wrong and how to cure it.
You may also wish to consider circumcision to remove the possibility of balanitis (inflammation under the foreskin) in the future.

It sounds as if you may have a yeast infection or possibly smegma if you aren't keeping the foreskin very clean. You should go see a doctor for an evaluation of your foreskin and penis. This could be something serious but not likely. The doctor can examine your penis and give you a remedy to stop the itching. Go to the doctor.

Sounds like balanitis (BXO), which is an inflammation of the foreskin. This can be treated very easily with a steroid cream and is often cured after a few applications. Circumcision should NOT be an option for you at the moment.
See your GP and he'll be able to prescribe you some cream to help and, hopefully, offer you other alternatives.

Consult a doctor, a skin specialist. Its no point discussing such issues over here where u get just stupid answers. Don't be ashamed to talk to your doctor as its not just u, there r many ppl u hv this. and doctors hv seen a lot of nude men n women so don't feel ashamed. so get it fixed and enjoy life instead of scratching ur *** n **** all the time

perhaps it is the cold dry air that is causing your foreskin to lose some skin to flaking.
Try a vitamin E oil to keep it moist, like nature intended, and if anyone says to get circumcised, you should ignore them. It is not needed.

Go see a doctor. I am sure it is nothing serious and the doctor can help you. Don't be embarrassed to go! They see all kinds of things so it is no big deal to them. Just go. You will feel better.
