What positions are there for a civil engineer without a EIT or PE ?
My friend has a Bachelor's of Science in Civil Engineer and 4 years experience in construction site development. However, she has taken the EIT and not passed it. Is there any hope of finding a well paying position in civil engineering without passing EIT??

There are many jobs that do not require the EIT (FE) or the PE. She many find her advancement limited if the firm wants to have their management able to stamp drawings. But larger companies have few people that actually stamp drawings, so she may find it is OK there. Meanwhile she can re-take the EIT, the place of employment may pay for the test and also a prep class. If she hasn't taken a prep class, I would advise that since she has had trouble before.

It's kind of scary that your friend is practicing engineering and can't pass the Fundamentals of Engineering exam. The material on this exam is the minimum base knowledge that any good engineer should have. It should not be that difficult if she actually did graduate from an accredited Civil Engineering program.
I have seen a lot of people go into construction without the need for having a EIT or PE certification and did fine.
But if she really wants to have a career in Civil Engineering then she must pass the FE exam and the PE exam. The liability in Civil Engineering is too great for someone unlicensed and can't pass the FE exam doing engineering.

In general, engineers who are designated as the 'engineer of record' on a project are required to hold licenses. Other engineers can work under the direction of the engineer of record without being licensed. So I don't see the lack of a PE to be an impediment to getting a job.
Also, the requirement to hold a license applies mainly to engineers involved in the design of construction projects. There are roles other than design - field inspection and supervision, for example - for which there is no licensing requirement.
Now, having the license opens the door to getting potentially better jobs. Therefore, I think your friend should continue to work toward that goal.

From everything I hear, your friend might want to retake the test as soon as possible. There isn't much I can say as I'm still in school but I hear that for engineers, that test is more important than the SAT/ACT. She should stay where she is and sign up to retake the test. I can't honestly say she can do much wiothout passing that test...
