If I delete internet history and cookies, is there anyway to find out what websites were visited?

It would be a little tricky, but if somebody was computer savvy enough they could. For instance, Google Desktop saves all the websites you visit, even if you delete the history, and it's a pain to delete all of them.
But my recommendation is using Google Chrome... you can choose to delete all of your browsing history with one click, and if you don't want cookies or history to ever be saved in the first place, you can go into incognito mode... although a lot of people would use this for porn and i'd hate to think i'd be giving you advice on how to avoid being caught.

There are a number of ways. If any network monitoring software is used you could completely destroy the computer and they would still know exactly what you did. There could be a third party program hidden on the computer that records usernames and web page visits. Is there another form of security in the facility, like a camera?

yes using very specialist software that police use and also your ISP has a record of EVERY website you visit as the information passes through their servers
but this information can be accessed with out good cause
