Probably an environmental attorney, whether it's to fight an existing plant or a future plant.

WHY use a lawyer? Why not bring the case yourself? After all, the lawyer is not affected by the plant, you are !!
Do an enviornmental impact assessment,talk to neighbors who live near this site, DIG! Find the ones who have fallen sick because of this
place, interview them.
Short of that, you can always just monkey wrench the site,destroy equipment, contaminate the site with PCB's
OR NOT!!!
Seriously, do a good job and study the in's and out's of court and bring yer own case forward. lawyers are all for the system, their first duty is to the court it self,not your case; ask any public pretender how many cases he or she has won and watch the looks you get!!!
