Looks like -1357 to me.
I am assuming you mean by the notation
"-5y4" -5 times (y to the fourth power).

Just plug in 4 wherever there is a y:
-5(4)^4 -6(4)² + 9(4) - 17 =
-5(256) - 6(16) + 9(4) - 17 =
-1280 - 96 + 36 - 17 =
-1357
