If your virus/spyware free, there are a couple things you can do get your computer working faster. If you using your computer for normal stuff and not gaming. You don't always need more RAM you just need to perform a few maintenance task.
Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or "startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"
Hope this helps!

Any antivirus software? AVG is great, free.grisoft.com. Run a scan and see if anything shows up. You can do what above said, it will increase startup time, but not general performance. What exactly is slowing down? Internet?, or general performance, if general performance your hardware may need an upgrade. The last resort without spending money, is a re installation of Windows. Oh, and never download any registry tools, they will never work and they typically mess up the registry more than fix it. what's your processor?

Try restarting it and if that doesn't help i would bring it into the place were you got it. If you have a laptop and a desktop it is because of the desktop, it makes the computer very slow that is how my old computer was. If you have to many connections it wont work as well.
