I don't understand your question - Newcastle has a Mayor - has had for many many years - the present incumbent is Councillor David Leslie Wood - before that it was Peter John Arnold.

Newcastle does have a mayor.
If you're talking about an elected mayor, well the people of Hartlepool elected a monkey as their mayor, and the people of London elected Boris Johnson. I think we can do without that sort of monkey business in our fine city.
