Should I cash in my savings bonds?

I came across a few savings bonds recently. They're about 6 years old. Is now a good time to cash them in? I know I won't get face value ($700 or so), but I have student loans that I pay 7% on so it's kind of stupid to keep these things if they're not going to earn significant money.

    Series EE Savings Bonds issued in 2003 are currently earning 2.80% interest.
