i spose its got a lot to do with british humor, we constantly take the piss out of ourselves
im welsh and i got a few english and scottish mates and they call me a sheep shagger
i call the english guy a tea drinking ponce
i call the scot a skirt wearing puff
i did no this irish guy for abit and i just called him a pikey
but all these asians cry and phone the police if you call them a rag head for a laugh, WTF?

The English Irish and Scottish are similar people. They have never got along in history so when they criticise each other it is banter instead of blatant racism.
Asians are different: they are new in Europe and probably have different views concerning racism where they come from.

Because you and your Scottish/Irish/Southern friends are presumably all white ie the same race. Plus you're all friends and therefore you all know each other's boundaries.
If you start calling people of a different race names, it's difficult to know whether or not you're being friendly or an out and out racist - especially if you don't know them that well.
Other thing to remember is this: if you've ever experienced real racism yourself (eg name-calling, physical violence, refused a job, been belittled, spat at or taunted because of your race) it's kind of hard to stomach the same sorts of names being thrown at you, even in jest and even from your friends. It can evoke all sorts of feelings.

I think if you got to know a "colored" or Asian person, you'd find we aren't as uptight as you are making us out to be. Maybe the ones you've come across aren't as cavalier about throwing around ugly names like that. I have a lot of Mexican friends and I cannot tell you what they have called me. I certainly can't say what I have called them.

It's because you're all mates and it's banter. If you try it with people you haven't known for so long or they're not used to people with your sense of humour, they might not take it the way you intended.
Bear in mind that people who come from outside the British culture might not understand our sense of humour very well.
