Why are students who can't behave themselves allowed to go to school?

It seems to me that students who are disrespectful of other students (bullies) shouldn't be allowed to be in the same vacinity as other children. We don't allow child molesters or certain types of insane people around children, and it seems like bullies are just as harmful.

Update:

I believe that bullies grow up to still be bullies....often ending up in jail, selling drugs, beating wives, abandoning their babies etc. Why don't we skip all the hassle and put them there now?

    Everyone is entitled to an education. Granted most bullies turn out to be worse than what they where in school, some do manage to change for the better. Also, you have to think about how much it cost in tax payer money to house the inmates that are jailed now, just imagine how much the cost would jump up if we jailed people simply for being a nuisance to a school environment.

    However, I do agree not enough is being done to support bully victims, and educate students on bullying issues and, a much more severe punishment should be enforced for bullying others. But I also think more parents should teach their children to defend themselves against bullies.

    Because they have to attend school. Every child has been bullied and has been a bully before. Well most have. It depends on the severity.
