Curfew enforcement ideas for a group of teenagers in New York?
I am chaperoning a group of teenage girls in New York next week and the other chaperones and I were discussing ways to make sure that the kids stay in their rooms all night. We had heard of putting clear tape on the door after the established curfew time that way if the door opens the tape rips and we know. We also discussed posting a hall monitor that would switch shifts with another chaperone every hour, but that would mean a lot of tired and cranky chaperones. Anyone have any ideas??

in the hotel, make sure that there is a chaperone on either side of their rooms.. then in the evening leave your doors open so that they cannot pass by either way to get to the strairs or the elevators. also during the peak time where they might want to sneak out have a rotating person sitting into the hall... (bring your knitting or soduku!) I'd say they would probably try to get out from about 10pm until 1am most likely. especially if you tell them there will be bed check at say 10pm, meaning that they 'know' they have to still be in their room at 10pm. I went to NY once on a school trip and we were all fine but I think that the chaperones scared the crap out of us when they were reading stories of terrible murders and crimes that happened to unsuspecting innocent people from the 'newspaper' (I'm pretty sure they were just lying and making up stories while holding the daily paper lol) Best of luck!
Edit: the key idea is a good one!! you could collect keys at bed check time. then an hour after bed check do the tape thing and then another hour later you can check the tape but also see if the girls have rigged their doors to remain open so they can return. Also if they are electric locks with the slides card then you might be able to ask front desk to alert you if any of the doors open with a phone call.. not sure if they have that ability but i know the doors do register in/out at front desk

The tape should work, because while it won't necessarily rip, they won't really be able to stick it back on after the door has closed. However, you'll also have to double-check windows, low balconies, fire escapes, etc, or any other way that they could get out of the room.
Also, you could try talking to the security at the hotel. While they might not be able to keep the girls in their rooms all night, they may be able to do something like send the guard by the part of the hotel they're staying in a little more frequently, or at least take some steps to prevent the girls from leaving the hotel itself (which would seem to be a way bigger issue than them staying up late in each others' rooms).

The tape is a good idea, but are the toilets in their rooms? Places they can get a drink from?
Have different chaperones on different shifts but only up to a certain time.
Make sure you lay down the law before hand.

do a random bed check every couple of hours and have someone watching to make sure they don't leave and switch about every 2 hours and also the key idea is ok but then someone they share a room with could let them in

I agree, I think you should take their keys at night.
But I would suggest not putting the tape on or doing shifts, or anything else, really. If you enforce it too much, they'll think you don't trust them, and they'll be even more likely to sneak out.

Take away their keys to the room after they get in.
I don't think they would want to leave if they can get back into the room.
