Suggestions for turning up a new garden?

I know I won't get a good planting this year but I wasn't able to do it last fall. I'll probably have someone from the extension office do soil testing. I just need advice for getting the ground worked. Should I water the area to make it easier or would it just be muddy? I also plan to till horse manure into it to compost through the summer. I hope to mix it in and cover the area with black plastic. Will it break down faster and help stop weeds from coming in over the summer?

Any advice is greatly appreciated.

    My advice is to dig your ground over well, use a rotorvater if you need to, then cover the area with manure and leave it. The reason for doing it this way is because the earth that's just been dug will contain weed seedlings and the horse manure will kill them off. You can cover the area with plastic if you want, the best sort to get would be the black silage sheeting which most farmers use, its long-lasting.

    In the Autumn when growth has slowed down would be the best time to dig the manure into the garden. You could top it off with more manure if you plan on growing veg such as peas and other kinds that require a rich soil.

    i till 4-5 times to keep grass/weeds from rooting. also each time you till it, it will get easier/softer. i seem to get the best results when i turn the ground over at least 4 times. the plastic helps some... but sometimes it will break down and the roots find their way through making it harder to till it for the next year.
