What is the fan looking piece over water-sprinkler pipe valves & why water flows out of it when water is on?
This fan-looking piece is under a metal cap and when I turn the water shutoff valve on the water pours out from under the fan's metal cap.
The sprinkler hasn't been used for a long time but works.

I THINK you're describing the anti-siphon feature on common zone valves.
Once the water has passed through the valve, it's no longer considered potable, or drinkable, so you don't want it coming back through the pipes to the house.
The anti-siphon stops this from happening.
It seems the plunger on yours is either stuck or otherwise damaged.
You can remove the cap and replace the plunger if you purchase a rebuild kit for your make and model zone valve.
