your computer is acting like either the video card is failing, or the video card is attempting to display a resolution outside of the monitor's operating range.
Try hitting F8, and choosing 640x480 mode specifically. Then, change your resolution to one that is more comfortable once windows boots.
Or..
Boot to safe mode, and uninstall your video card drivers
Then boot the computer normally. If you see windows "normally" but with a bad resolution, and then windows wants to automatically reinistall your video.. you should be good to go to just reinstall your video card drivers.

On commence up save tapping the two F1, F2, F10,(be conscious that some manufacturers use F10 for equipment restoration!) Esc, or Del, to pass into the BIOS set-up. seek for "rigidity configuration", "Boot order" or comparable and make the CD/DVD rigidity the 1st boot gadget and the stressful rigidity 2d. save settings and go out.?

What bon-gart said.
Also - make sure there isn't a CD or DVD in the drive or it may be trying to boot to that
